To procure, consolidate, and transport 120 tonnes of humanitarian aid, including bottled water, chainsaws, cement, and canned food, to the Port of Cristobal, where the cargo would be palletised and transferred to the waiting vessel offshore.

Challenges

The operation was initiated during Panama’s Independence holiday period, creating multiple logistical constraints:

Banks, customs authorities, and immigration offices were closed
National celebrations and parades caused widespread road closures
The receiving vessel, an LNG carrier, was not designed to handle palletised cargo
The vessel was unable to berth at port due to its size and operational constraints
It could not remain within the Panama Canal anchorage due to scheduling limitations

Solutions

Local suppliers were immediately contacted and secured to source all required materials within hours
Special arrangements were made to deploy customs officers and stevedoring teams despite holiday restrictions
A detailed cargo handling plan was developed, dividing the shipment into 135 pallets, each not exceeding 900 kg, to ensure safe offshore transfer
Full traceability was implemented, including pallet identification, weight documentation, reference numbering, and photographic records
A barge operation was arranged, supported by a push tug and crane, to transport the cargo from port to the vessel positioned outside the breakwater
Offshore lifting operations were conducted to safely transfer the pallets onto the vessel’s deck

In parallel, additional services including bunker fuel supply, crew change coordination, and spare parts delivery were executed to support the vessel’s operational readiness.
